12th small-scale housing redevelopment integrated review
Rental unit counts cut to improve project viability
Seoul plans to supply more than 2,000 housing units through Moa Housing projects in Jungnang-gu's Myeongmok-dong and Dongjak-gu's Sadang-dong. The city improved conditions for a ground-breaking next year by reducing the number of required rental units. In Gangbuk-gu's Mia-dong, 337 units are set to be supplied under a Moa Town management plan.
The Seoul Metropolitan Government said Thursday that its 12th Integrated Review Subcommittee on Small-Scale Housing Redevelopment reviewed Moa Housing project implementation plans and Moa Town management plans for three areas — Myeongmok-dong in Jungnang-gu, Sadang-dong in Dongjak-gu, and Mia-dong in Gangbuk-gu.
According to the review results, the Moa Housing project implementation plan for Zones 1, 2, 4 and 6 near Myeongmok Station within the Moa Town at 86-3 Myeongmok-dong, Jungnang-gu, was approved as submitted. Plans for a revision to the Moa Town management plan at 202-29 Sadang-dong, Dongjak-gu, a revision to the Moa Housing project implementation plan at 206-1 Sadang-dong, and the Moa Town management plan at 791-1134 Mia-dong, Gangbuk-gu, were approved with modifications.
In this review, the city adjusted public-contribution requirements — including floor-area ratio relaxations and rental housing supply obligations — to improve project viability. As a result, the number of rental units across the four Moa Housing sites in Myeongmok-dong fell by 149, from 459 to 310. In Sadang-dong, the count fell by 12, from 44 to 32.
Four Moa Housing projects in the 86-3 Myeongmok-dong area are currently proceeding as an integrated development. Zones 1 and 2 near Myeongmok Station received project implementation plan approval in July 2026, while Zones 4 and 6 cleared the city's integrated review in July 2024. Since being designated as a pilot project site, the area has been preparing to transform into a complex of up to 38 stories through an upzoning to third-class general residential zone.
The Moa Housing project at 206-1 Sadang-dong, Dongjak-gu, covers a total of 217 units and received project implementation plan approval in September last year. The project falls within the Moa Town at 202-29 Sadang-dong, where eight zones are collectively pursuing a supply of 1,725 housing units. The city reduced the number of purchase-rental units from 44 to 32 to improve project conditions and will support a ground-breaking next year after relocation and other follow-up procedures are completed.
In the 791-1134 Mia-dong area of Gangbuk-gu, a Moa Town project is set to deliver a total of 337 apartment units — including 34 rental units — an increase of 124 over the existing 213. To improve project viability, the city applied floor-area ratio relaxations tied to rental housing supply and the installation of infrastructure, and plans to apply a project-viability correction factor of 1.5 when calculating the floor-area ratio bonus for rental housing construction.
Myeong No-jun, head of the Seoul Metropolitan Government's housing bureau, said the review improved conditions for Moa Housing projects by applying the viability correction factor and also produced plans to enhance road and pedestrian environments and resident amenity facilities suited to each area's characteristics. "We will continue to improve regulations in a rational manner so that commercial viability and public interest can be balanced," he said.
Meanwhile, the Seoul Metropolitan Government decided to extend public support for cooperative establishment — previously centered on large-scale redevelopment projects — to Moa Housing as well. Through a "Moa Housing cooperative establishment public support project" being introduced for the first time this year, autonomous districts will assist with the cooperative formation process while the city subsidizes part of the costs.
