Mokpo New Port refinancing approved to strengthen offshore wind installation and logistics
Policy financing for specialized vessels to follow before year-end, with expanded private-sector cooperation
Policy financing to secure dedicated ports and specialized vessels — the core infrastructure of South Korea's offshore wind power industry — is gaining momentum. Korea Ocean Business Corp. has approved financial support for Mokpo New Port, which handles the storage, assembly and transport of offshore wind equipment, and plans to extend financing to specialized vessels before year-end.
Korea Ocean Business Corp. (KOBC) announced Monday that it received a ministerial commendation from the Ministry of Climate, Environment and Energy at the "2026 Renewable Energy Day" ceremony, in recognition of its contributions to building the offshore wind industry ecosystem.
The award acknowledged KOBC's work establishing a financing framework for critical infrastructure — including specialized vessels and dedicated ports for offshore wind — and laying the groundwork to attract private investment.
Offshore wind projects require dedicated ports and specialized vessels by their nature, as large-scale power equipment must be installed at sea. Operators need not only space to store and assemble the equipment but also transport and logistics infrastructure for offshore installation.
KOBC drew on its expertise in maritime finance to develop a financing framework tailored to offshore wind infrastructure. The approach involves assessing each project's financing needs and risk factors in advance and working in partnership with private financial institutions.
Concrete financial support has already begun. KOBC approved a refinancing package for Mokpo New Port last month.
Mokpo New Port provides comprehensive support for offshore wind power equipment, covering storage, assembly, transport and offshore installation. KOBC said it would pursue the financing jointly with private financial institutions to underpin stable operations for project developers.
Following the Mokpo New Port approval, KOBC plans to expand its support to offshore wind specialized vessels. It is working through the necessary procedures with the goal of approving a financing program for such vessels before year-end.
Going forward, the corporation intends to broaden financing support for key infrastructure including dedicated ports and specialized vessels, and to deepen cooperation with both policy and private financial institutions.
KOBC also plans to leverage experience gained from offshore wind infrastructure financing to identify new financing needs across related maritime industries and gradually widen the scope of eligible projects.
"This commendation carries great significance in that it recognizes our efforts to build a financing support foundation for a stable offshore wind infrastructure ecosystem, working hand in hand with the industry," KOBC President An Byeong-gil said. "We will continue to expand financing support that industry players can feel on the ground, and fulfill our role as a comprehensive maritime support institution so that the domestic offshore wind ecosystem can take firm root."
