Project to deliver 1,709 publicly sold units and 391 youth-focused public rental homes
Hyundai E&C consortium selected as private partner for Hillstate-branded development
Dobong-gu said the long-delayed public housing project on the former Sungkyunkwan University baseball field site has entered full development.
Korea Land and Housing Corporation submitted a project plan to the Ministry of Land, Infrastructure and Transport on Oct. 19, seeking approval to proceed. The plan will undergo consultations with local governments and relevant agencies before receiving formal approval and public notice.
The approximately 48,000-square-meter site was designated in 2014 as a target for Seoul Metropolitan Government pre-negotiations, but litigation between the university and a developer brought the project to a near-complete standstill for close to a decade.
Dobong-gu began talks with Sungkyunkwan University in 2022 to revive the project and, from October 2023 to February 2025, formed a joint government-university TF to discuss potential uses for the site.
The project gained clearer direction in September 2025, when the government included the site in its expanded housing supply plan. Korea Land and Housing Corporation was subsequently designated as the project operator.
The current plan calls for a total of 2,100 units, of which 1,709 — about 81 percent of the total — will be publicly sold homes. The remaining 391 units will be youth-focused public rental housing, accompanied by dedicated amenities including open study spaces, a youth café, a lounge, a startup support center and a rotating pop-up shop.
Hyundai Engineering & Construction consortium was selected as the private-sector partner in May. The project targets approval in December, pre-sales and ground-breaking in June 2027, and completion in 2031. The homes will be marketed under the Hillstate brand.
Dobong-gu has been in ongoing talks with Korea Land and Housing Corporation to secure public facilities and everyday amenities, aiming to ensure the project improves residents' living environment beyond simply adding housing supply.
As a result, the current plan includes a roughly 5,000-square-meter public complex housing the Dobong 2-dong community center, a public health clinic and a cultural arts support space.
About 10,000 square meters of public infrastructure — including parks and roads — is also planned, which the district expects will enhance residents' quality of life and improve the local living environment.
Dobong-gu said it will continue to keep residents informed of key project developments, gather community feedback and maintain close coordination with Korea Land and Housing Corporation and other relevant agencies.
"The Sungkyunkwan University baseball field site has been stalled for so long that it must now move forward in a way that delivers real benefits to residents," Dobong-gu District Mayor Kim Dong-wook said. "We will work responsibly with the relevant agencies to expand the public facilities and parks the community needs alongside the housing supply, and to ensure the project leads to genuine improvements in the local environment and revitalization of the area."
