PPP floor leader recognized for cooperative council management and citizen-centered policy
Honored for tackling livelihood issues, checking city administration and proposing policy alternatives
Field-based communication and push to elevate local council status draw praise
Kim Gil-young, floor leader of the People Power Party caucus at the Seoul Metropolitan Council representing Gangnam District 6, received the Seoul Metropolitan Council award at the 2026 Seoul Legislative Policy Awards, in recognition of contributions to stable council operations grounded in cooperation and communication, citizen-centered policy and the resolution of livelihood issues.
At the ceremony held Friday at Seminar Room 3 of the National Assembly Members' Office Building, Kim was praised for efforts to strengthen the council's policy capacity and bring citizens' voices into legislative work as leader of the PPP floor caucus.
The awards ceremony was organized by Herald Media Group and co-hosted by the Seoul Legislative Press Research Society and the Korea Culture, Arts and Sports Promotion Institute, with the aim of identifying outstanding policies and legislative activities that have meaningfully improved citizens' lives and created social value, and of spreading their impact.
Kim has led the PPP floor caucus at the Seoul Metropolitan Council with an emphasis on principle-based council management and productive policy competition. While staying true to the local council's core role of checking and monitoring the executive branch, Kim has focused on working through cooperation and communication to develop practical solutions on policies that citizens need.
At the heart of Kim's legislative work are livelihood issues that directly affect citizens' daily lives. Kim has consistently reviewed major policies bearing on Seoul residents' everyday lives — including housing, transportation, education and welfare — and has called for administrative improvements and institutional reforms that citizens can actually feel.
On major Seoul city policies and budget projects in particular, Kim has worked to scrutinize the necessity and effectiveness of each initiative and to strengthen the council's oversight function so that taxpayers' money translates into tangible policy results. The significance of this approach lies in Kim's pursuit of policy-driven legislative work that goes beyond raising problems to offering reasoned alternatives.
Policy consultations with the Seoul Metropolitan Office of Education to review education issues have also been a defining part of Kim's work. Ahead of the 340th regular session of the Seoul Metropolitan Council, Kim joined the PPP floor leadership in reviewing the effectiveness of the education office's key policies and new projects, continuing discussions aimed at strengthening accountability in education administration.
In that process, Kim examined major issues including AI education projects and lifelong learning policy, and stressed that education policy must stay true to its original purpose of protecting students' right to learn and improving the quality of education. Kim also raised the need for substantive responses to issues such as declining basic academic achievement and for the efficient use of limited education budgets.
Kim also emphasized citizen participation and field-based policy review during administrative audits. The PPP caucus at the Seoul Metropolitan Council launched a citizen tip center for administrative audits to channel the inconveniences and demands for institutional reform that citizens encounter in daily life into legislative work.
Through the center, the caucus set a policy of conducting solution-oriented administrative audits — examining livelihood issues raised directly by citizens during the audit process, then developing practical improvement measures through on-site checks and consultations with relevant agencies.
Kim has also been active in pushing for institutional reforms to strengthen the autonomy and expertise of local councils. Working with PPP floor leaders from metropolitan councils across the country, Kim helped build public awareness of the need to enact a local council act and contributed to laying the institutional groundwork for local councils to function as independent representative bodies for residents.
The effort stems from a conviction that an independent legal foundation is needed to strengthen local councils' personnel and organizational management, enhance their policy support capacity and drive the substantive development of local autonomy. Kim participated in the adoption of a joint resolution calling for the enactment of a local council act and in legislative discussions at the National Assembly level, working to raise the standing of local councils.
Kim has consistently carried out field-based legislative activities for the development of Gangnam-gu. While examining local issues closely tied to residents' daily lives and seeking solutions through consultations with the Seoul Metropolitan Government and relevant agencies, Kim has also directed policy attention toward ensuring that local development contributes to strengthening Seoul's overall urban competitiveness.
The core values running through all of this legislative work are the field and the citizen. Kim has long held that the answer to every problem lies on the ground, and that policy must begin and end with citizens' lives.
In practice, Kim has focused on listening directly to residents' diverse needs and connecting them to policy discussions and administrative reviews at the council level. The effort to prioritize resolving livelihood issues over political confrontation, and to balance the council's oversight function with the presentation of policy alternatives, is seen as a key reason for this award.
As floor caucus leader, Kim has also worked to support fellow lawmakers' legislative activities and to build a coordinated response framework on major policy issues, strengthening the caucus's collective legislative capacity. Through this, Kim has laid a foundation for cooperation so that individual lawmakers' policy proposals can feed into council-level discussions and institutional improvements.
In acceptance remarks, Kim said, "It is a great honor to receive this meaningful award, and it is thanks to the citizens of Seoul and my fellow council members who have been with me." Kim added, "Going forward, I will continue to uphold 'principle and communication' as my foremost values, think from the perspective of citizens, and carry on with responsible legislative work that leads Seoul's development and improves the quality of life for its residents."
The award carries added significance in that it recognizes Kim's field-centered approach to livelihood-focused legislative work, cooperative council management and efforts toward local council institutional reform. Kim is expected to continue legislative activities that reflect citizens' voices in policy, provide responsible oversight of Seoul city administration and offer effective policy alternatives.
