Sangye Jugong Complex 14 applied for Seoul's fast-track planning consultation on Oct. 12, followed by Complex 9 on Oct. 23, marking a new phase in Nowon-gu's redevelopment push. The two complexes plan to expand from 5,095 to 7,112 units, seeking higher floor-area ratios in transit-oriented areas to improve project viability.
Reconstruction activity is accelerating across aging apartment complexes in Seoul's Nowon-gu. As redevelopment momentum spreads through the Sangye, Junggye and Hagye neighborhoods, Sangye Jugong complexes 14 and 9 have applied for consultation under Seoul's fast-track integrated planning program, extending the district's redevelopment push across the entire area.
Nowon-gu announced that Sangye Jugong Complex 14 submitted its fast-track integrated planning consultation request on Oct. 12, with Complex 9 following on Oct. 23.
The two complexes have drawn up plans to rebuild their combined 5,095 existing units into a total of 7,112 units. The core strategy is to increase housing supply and improve project viability by easing floor-area ratio limits in transit-oriented areas and upgrading land-use zoning classifications.
Sangye Jugong Complex 14, completed in 1989, sits on a 117,888.8-square-meter site in the Sangye-dong 626 area. It has secured the consent of about 36 percent of landowners and rights holders, and plans to redevelop its existing 2,265 units across 26 buildings of up to 15 stories into 3,329 units across 25 buildings of up to 49 stories.
The plan includes adjusting road alignments to improve land-use efficiency and upgrading some first- and second-category general residential zones to third-category status. By applying a 1.2-times floor-area ratio bonus for transit-oriented areas, the complex aims to add 478 units for general pre-sale, 398 units for public pre-sale and 188 rental units.
Sangye Jugong Complex 9, completed in 1988, covers a 103,556.6-square-meter site in the Sangye-dong 670 area. With about 37 percent of landowners and rights holders on board, it plans to transform its current 2,830 units across 25 buildings of up to 15 stories into 3,783 units across 34 buildings of up to 47 stories.
The complex is also reviewing a 1.2-times transit-area floor-area ratio bonus. Its proposal calls for 413 general pre-sale units, 189 public pre-sale units and 351 rental units, along with an 11,349-square-meter park and public facilities related to roads and rail.
The two applications come amid a broader reconstruction drive already underway across Nowon-gu. Since August, the district has approved the formation of reconstruction promotion committees for six complexes: Sangye Boram, Hagye Misung, Sangye Jugong 7, Junggye Jugong 4, Sangye Madeul Daelim and Hagye Hansin Dongsung.
With complexes 14 and 9 now entering the fast-track planning consultation process, Nowon-gu's redevelopment activity is visibly advancing from the committee-formation stage to the formal planning stage.
To accelerate progress, Nowon-gu is holding preliminary consultations with relevant Seoul Metropolitan Government departments and agencies. The district plans to convene a fast-track integrated planning team meeting this month to review key issues including urban planning, transportation and public facilities, and to support the drafting of redevelopment plans.
"The fast-track integrated planning consultation applications by Sangye Jugong complexes 14 and 9 show that reconstruction is now moving into full swing across all of Nowon-gu," Nowon-gu District Mayor Seo Jun-o said. "We will work closely with the Seoul Metropolitan Government to remove obstacles in the process and actively support the swift and smooth improvement of the residential environment that residents are hoping for."
