BPA signs MOU with 3 organizations to prevent mooring safety accidents at Busan Port

Busan Port Authority (BPA) signed a port safety education MOU with the Korea Shipowners' Association, Korea Port Training Institute and Busan Port Industry Association on June 29 to prevent accidents during mooring operations at Busan Port, the authority announced Monday. The agreement aims to reduce safety risks that can arise during ship berthing and departure and to build a safer working environment within the port.

Mooring work is essential to berthing and departing vessels, but the handling of heavy mooring lines and the use of vehicles and equipment make systematic training and stronger on-site response capabilities critical to worker safety.

BPA has pursued a range of safety improvement projects since last year, including developing a safety manual, gathering on-site feedback and providing safety education for mooring workers. This year, building on those results, the four organizations plan to deepen their cooperative framework and work together to raise worker participation in training and improve education quality.

BPA and the Korea Shipowners' Association will cover some of this year's training costs and fund improvements to training facilities to boost participation rates and education quality. The Korea Port Training Institute will operate a specialized curriculum tailored to the characteristics of mooring work, while the Busan Port Industry Association will support broader industry participation and the collection of on-site feedback.

Through this collaboration, the organizations plan to establish a regular, field-oriented training system that reflects the specific demands of mooring work, and to strengthen both the effectiveness of training operations and accident prevention outcomes.
