Gyeongsan wins encouragement award for proposal system operations

Gyeongsan, a city in North Gyeongsang Province, announced Tuesday that it received an encouragement award after being named an outstanding institution in the province's 2026 proposal system evaluation, which assessed 2025 performance.

The city has continuously operated several idea-submission programs — including its own competitions for city administration improvement proposals and regulation reform ideas, as well as a public proposal channel and a civil servant proposal system — to incorporate diverse ideas from residents and officials into city governance.

Gyeongsan held policy forums and in-house competitions to gather a wide range of opinions from citizens and on the ground. It strengthened the proposal system's effectiveness by rewarding top contributors and sharing successful cases to encourage voluntary participation among civil servants.

"We will continue to develop the proposal system so that participatory administration — where citizens and civil servants shape policy together — is further strengthened, and so that outstanding proposals translate into real results for the city," Mayor Jo Hyeon-il said.
