Yoo Bo-hwa, the newly inaugurated Seongdong-gu district mayor, made her first personnel appointment Wednesday, naming Kim Seon-su, a former deputy district mayor of Yongsan-gu, as policy planning officer — a Grade 5 post filled by a Grade 3 official.
Yoo had worked alongside Kim at the Seoul Metropolitan Government's personnel division and brought him on during her primary election campaign to handle interview press releases. After she won the district mayoral race, she gave him a key role on the transition committee before appointing him policy planning officer on her first day in office.
Senior officials at the district office expressed concern about the appointment. "Seongdong-gu maintained organizational stability from the first through third elected administrations under former District Mayor Ko Jae-deuk and through the fifth," they said, adding that they worried the new policy planning officer might seek to involve himself in all aspects of district affairs.
