The Seoul Metropolitan Government has designated 14 Grade-5 civil servants — three in administration, nine in science and technology and two in research — for promotion to Grade-4 section chief positions, citing outstanding performance in key policy initiatives under Mayor Oh Se-hoon.
Among those promoted, Kim Dong-eun, head of the education support policy team, graduated from Hanyang University with a degree in public administration before passing the 55th civil service examination. She joined the Seoul Metropolitan Government in 2012 and has since worked in welfare, disability services and women's affairs.
She was credited in particular with helping establish Seoul Learn, Mayor Oh's signature program aimed at expanding social mobility through educational support.
The city said the promotions were determined through a comprehensive review of job performance, expertise and leadership, with an emphasis on selecting managers capable of leading the organization into the future while advancing the policy vision of the ninth elected-term administration and delivering tangible results for residents.
Seoul plans to carry out broader transfers at the bureau and section chief level and above in the second half of 2026, including the newly promoted officials, with the aim of strengthening organizational competitiveness and sustaining momentum on key policy priorities.
"We selected individuals who drove major policies directly affecting residents' daily lives with a strong sense of responsibility and produced visible results," said Kwak Jong-bin, head of the administrative bureau. "We will continue to identify and promote leaders based on performance, capability and expertise rather than seniority — people who can energize the organization and respond proactively to a changing administrative environment."

Mechanical engineering: Lee Ho-wan, waterfront sensory city division.
Electrical engineering: Choi Gang-uk, urban landscape office; Mun Hak-jun, urban infrastructure headquarters.
Nursing: Lee Mi-jeom, health management division.
