The Korea Institute of Social Security Information Service said Wednesday it will begin offering a permanent online course titled "Joint Case Management with Public and Private Sectors" through its education portal.
As the needs of welfare recipients have grown more complex and diverse, the importance of joint case management — in which public agencies and private organizations collaborate — has increased significantly. Calls have also grown for training that helps frontline case managers understand public-private collaboration frameworks and strengthen their practical skills.
The new curriculum is designed to guide learners through the entire case management process conducted jointly by public and private actors, with welfare recipients at the center.
The course covers the key roles and tasks at each stage — consultation and investigation, service planning, service delivery and monitoring, case closure, and follow-up care — and also addresses how to use information systems and draws on real-world field cases.
Choi Seon-yeon, an integrated case manager at Saha-gu District Office in Busan, and Park Gi-hyeon, a social worker at Dusong Community Welfare Center, will present a crisis case they handled together, sharing how the public-private collaboration unfolded and the techniques that made it successful, to deepen understanding among frontline practitioners.
"We hope this online course will strengthen cooperation between public and private sectors and help joint case management become more active in local communities," said Kim Hyeon-jun, president of the Korea Institute of Social Security Information Service.
