Legislation is being pursued to give legal standing to the Korea Coast Guard's investigation review committee — a body that examines the appropriateness of its investigative processes — and to significantly expand the participation of outside members.
Democratic Party of Korea lawmaker Yun Jun-byeong introduced the amendment to the Korea Coast Guard Act on Friday, according to the National Assembly's bill information system.
The bill would elevate the investigation review committee from a body grounded in administrative regulations to one established by statute. The committee allows parties to a case to request a review if they believe the appropriateness of investigative procedures or outcomes has been compromised. Critics have long questioned its effectiveness, however, because its establishment and operation rest on administrative regulations rather than law. The bill also calls for the committee to be composed exclusively of outside members to ensure its independence.
"As the Korea Coast Guard's investigative authority and responsibilities have expanded, it is important to institutionally establish corresponding democratic oversight mechanisms," Yun said. "I expect this amendment to strengthen the independence of the investigation review committee and boost public trust in the coast guard."
