Chuncheon has joined Wonju in the competition to establish a KAIST-equivalent institution in Gangwon Province — the only region in the country without such a science and technology institute, even as the Chungcheong, Honam, Yeongnam and greater Seoul areas all have one.
No official moves have yet emerged from the Yeongdong region cities of Gangneung and Donghae, but both are set to receive advanced-technology global facilities involving major domestic and international players, leaving open the possibility that they could enter the race.
Chuncheon said Tuesday it held an interim briefing on a research project to develop a basic framework for establishing the Gangwon Institute of Science and Technology. The session, led by the Gangwon Research Institute, covered the case for establishing the institute, the direction of the initiative and Chuncheon's strategy for securing it.
The city launched the foundational research project in June. After the basic framework study wraps up in September, Chuncheon plans to begin follow-up research to flesh out the policy, economic and technical feasibility of the project, along with candidate sites, the scale of the institution, its operating structure and funding options.
Chuncheon envisions a model in which universities and industry grow together through joint research with local universities, talent exchanges and company-linked research and development. The city plans to use this approach to respond to a shrinking school-age population and other shifts in the education landscape, channeling the attraction of top talent and stronger research capacity into a new engine of regional growth.
Chuncheon already has a research base in the biotech and medical sectors, two glocal universities and university hospitals, and strong access to the greater Seoul area. The city is also expanding its advanced-industry infrastructure through a research and development special zone, a corporate innovation park and a medical and wellness AI cluster.
"The Gangwon Institute of Science and Technology is not simply a project to build one more research institution — it is about connecting the region's industries, universities and talent into a single ecosystem to lay the foundation for Chuncheon's future growth," Mayor Yuk Dong-han said. "We will build on Chuncheon's strengths in biotech, medicine and AI to become a research and development hub where the next generation of science and technology talent can learn, conduct research and put down roots."
