Central Asian nations, long plagued by chronic water shortages, have agreed to jointly build an automated water-measurement system along the Syr Darya River — a critical regional water source — to manage its flows more efficiently. The agreement marks a significant step forward in Central Asian water diplomacy, as the countries chose cooperation over conflict amid declining river flows driven by climate change.
Representatives of all five Central Asian nations — Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan — reached the agreement at a recent meeting in Turkestan Province in southern Kazakhstan, according to the Times of Central Asia, a regional outlet covering Central Asian affairs.
A joint working group to build the system is expected to be formed by the end of next month.
The agreement came at a meeting of the Interstate Commission for Water Coordination, established during the Soviet era. With the Syr Darya's water levels declining under pressure from climate change, the decision to establish a joint measurement and data-sharing framework marks a further advance in water management cooperation.
The Syr Darya stretches roughly 2,200 kilometers, formed by the confluence of the Naryn and Kara Darya rivers originating in Kyrgyzstan, and flows through Uzbekistan, Tajikistan and Kazakhstan before emptying into the North Aral Sea. The river is a vital source of irrigation water and hydroelectric power.
The interests of the countries sharing the river have long clashed, however. Upstream nations store or release water in winter for hydroelectric generation, while downstream nations prioritize securing irrigation water in summer. Uzbekistan and Kazakhstan in particular have repeatedly demanded summer releases to meet the large-scale water needs of cotton and wheat farming, while upstream countries have preferred different operating schedules to maximize power production — a cycle of conflict that has persisted for decades.
Accurate flow measurement and real-time data sharing have therefore long been identified as essential to reducing disputes over water allocation and making more efficient use of shared resources.
The World Bank estimates that inefficient management of the Syr Darya and Amu Darya rivers costs Central Asian nations more than $4.5 billion a year in economic losses.
Kazakhstan and Uzbekistan are each currently installing five automated water-measurement stations along their respective stretches of the Syr Darya. At the meeting, the two countries agreed to jointly seek international grant funding to build out the measurement system and extend it across the entire river basin.
Earlier, Kazakhstan, Tajikistan and Uzbekistan reached agreement on the summer operating schedule for Tajikistan's Bakhri Tojik reservoir. When Tajikistan releases water from the reservoir at appropriate levels during summer, downstream nations can reduce drought damage and secure a stable supply of irrigation water.
Experts expect Central Asia's water problems to worsen in the years ahead. The Syr Darya and Amu Darya rely heavily on glacial meltwater from the Tian Shan mountains and the Pamir plateau, and those glaciers have shrunk by roughly 36 percent compared with the Soviet era.
As glacial retreat accelerates, water scarcity is emerging as a core security issue that goes far beyond an environmental concern — one that shapes food security, energy supply and national economies. Whether this agreement will serve as a catalyst for building a coordinated response framework among Central Asian nations remains to be seen.
