Jeonnam-Gwangju Special City on Friday unveiled its first organizational restructuring plan and launched formal procedures to carry it out.
The city disclosed the plan at a city-council policy meeting held that morning at the Muan campus of the Jeonnam-Gwangju City Council.
Drawn up over the past month in consultation with civil servant unions and other stakeholders, the plan distributes functions across three campuses: Gwangju, Muan and the Eastern campus.
Under the reorganization, the Gwangju campus will focus on planning and political affairs; the Muan campus on fiscal management, balanced regional development, agriculture and fisheries, and metropolitan administration; and the Eastern campus on industry and investment.
The city said authority will be divided according to each campus's designated functions, with all three campuses operating within that structure.
The city will have four deputy mayors — two national civil servants and two local — with the administrative deputy mayor (tentative title) stationed at the Gwangju campus, the balanced-development and basic-society deputy mayors at the Muan campus, and the industry-economy deputy mayor at the Eastern campus.
Reporting directly to the mayor, a new semiconductor office will be established to oversee development of the Honam region semiconductor cluster, alongside a city affairs situation room and a task force to set up an investment agency.
The plan also calls for consolidating the city's industrial portfolio — currently divided among AI, semiconductors and energy — under a semiconductor-centered framework.
The city plans to issue a legislative notice of the restructuring plan next week and finalize it after gathering input from civil servants, the city council and other parties.
