From superior product designation reviews and negotiated contract proposal evaluations to field testing
An AI pilot test will be conducted covering superior product designation reviews and negotiated contract proposal evaluations.
The Public Procurement Service announced Wednesday that it will begin a pilot test of an "AI-based technology evaluation support system" currently under development, aimed at producing objective and well-grounded results in public procurement reviews and evaluations.
The system uses AI to conduct in-depth analysis of large volumes of technical documents — including product specifications submitted for superior product designation reviews and negotiated contract proposals — and provides evaluators with key information needed to make swift and accurate decisions.
During superior product designation reviews, the system analyzes the specifications of recently designated products in the same category and generates a comparative analysis table showing the technical and performance differences between the applicant product and existing designated products.
Evaluators can use this to check key technical and performance differences across products at a glance. A smart search service is also available, allowing them to quickly locate relevant technical information and related content.
For negotiated contract proposal evaluations, the system uses AI to extract the key technical requirements from the request for proposal and then analyzes each submitted bid.
The results provided to evaluators cover whether each proposal meets the requirements of the request for proposal, the main strengths of each proposal, and the core technical content.
The system will also offer a feature that surfaces the latest technology trends in relevant fields during the evaluation process, along with an AI-powered evaluation support chatbot, helping evaluators review the essential content of large proposal documents more efficiently.
The Public Procurement Service will first provide evaluators with AI-generated technical and performance comparison tables for 11 product categories during this year's third round of superior product designation reviews, running Wednesday through Sept. 18.
In September, the agency plans to provide AI analysis results for at least five negotiated contract proposal evaluations for IT projects, verifying the system's accuracy and usability in actual evaluation settings.
The Public Procurement Service has also put safeguards in place to minimize AI hallucinations and analytical errors that could arise during the system's rollout.
The system includes a source-location feature that allows evaluators to directly check and verify the basis for any AI-generated analysis. All analytical outputs will be clearly labeled as "supplementary reference material for evaluation purposes" to ensure that AI results do not influence evaluators' independent judgment.
The agency plans to continuously refine the system based on improvements identified during the pilot phase and to gradually expand its application to other public procurement review and evaluation areas, including the designation of innovative products.
Kim Ji-wook, director general of the Digital Fair Procurement Bureau at the Public Procurement Service, said the system is expected to establish a more objective and rational technology evaluation framework by providing evaluators with precise AI-generated analysis. "We will do our best to enhance the credibility of public procurement evaluations through ongoing pilot testing and refinement," he said.
