Paper vouchers discounted 17% upfront; card and mobile vouchers discounted 15% upfront plus 3% cashback on use
Haenam-gun announced Wednesday it will hold a special discounted sale of Haenam Love gift vouchers ahead of the Chuseok holiday.
According to the county, paper vouchers will be sold at a 17% discount, while card and mobile vouchers will be sold at a 15% discount with an additional 3% cashback credited after payment. The discount limit is 500,000 won ($362) per person, of which paper vouchers may account for up to 200,000 won.
The September sale offers the highest discount rate since the Haenam Love gift voucher program launched. The county said the event was designed to help residents prepare for the holiday season and to mark the inauguration of the South Jeolla-Gwangju integrated special city, with a spirit of mutual prosperity and community.
The Haenam Love gift voucher, introduced in 2019, has recorded cumulative sales of 904 billion won through last month, with 73.5 billion won sold in 2026 alone.
In the first half of the year, paper and card vouchers were sold at a 12% discount. From October onward, the county plans to offer discounts of at least 10%. The 3% cashback promotion for card and mobile voucher payments — applicable only when using personally loaded funds — will continue until the budget is exhausted.
Given the steep discount rates, the county will also conduct an intensive crackdown on fraudulent distribution throughout September. Officials plan to track the circulation of heavily discounted vouchers and use an abnormal-transaction detection system to monitor for irregularities.
"We hope the Haenam Love gift vouchers help ease the financial burden on households and allow families and relatives to enjoy a warm and generous Chuseok together," a county official said. "We also organized this discount event to jointly celebrate the launch of the South Jeolla-Gwangju integrated special city."
