Gwangsan-gu calls for swift probe into apartment management fee embezzlement

A string of embezzlement cases involving apartment management fees — ranging from hundreds of millions to tens of billions of won — has prompted calls for systemic reforms to prevent a recurrence.

Gwangsan-gu, in the South Jeolla Province-Gwangju integrated special city, where one such case surfaced, has urged investigators to move quickly and decisively.

In March last year, an accounting employee at the apartment complex was indicted on charges of embezzling 700 million won ($506,000) from the long-term repair reserve fund and 550 million won in unpaid management fees and other charges, for a combined total of 1.25 billion won.

Management fees and long-term repair reserve funds paid by residents are essential assets that must be used to maintain the safety and living conditions of apartment complexes.

Under the Multi-Family Housing Management Act, the managing body of a complex subject to mandatory management must disclose how fees are levied and spent, retain all transaction ledgers and supporting documents for five years, and undergo an external audit at least once a year if the complex exceeds a certain size.

Routine financial oversight of apartment complexes relies on external audits commissioned by the managing body, while local governments hold only discretionary supervisory authority — exercised when an audit is requested or deemed necessary. The unclear division of responsibility between apartment complexes and local governments has fueled calls for reform.

Before the case came to light, no accounting-related complaints had been filed against the complex, and it had received consecutive "unqualified" opinions in external audits. Yet the reality is that anyone determined to do so can manipulate ledgers or embezzle funds.

"Management fees are precious assets that residents pay faithfully every month — not a single won should be spent improperly," Gwangsan-gu District Mayor Park Byeong-gyu said. "I hope investigators will quickly establish the facts and determine where responsibility lies through a swift and thorough investigation."
