The district shares and applies work-automation know-how and AI trends to boost efficiency and support policy development — with plans to expand into public-facing services such as civil complaint handling and big data analysis to complete a smart administration system.
Gwanak-gu has developed an internal AI communication platform called "Gwanak AI Madang" entirely through its own staff capabilities, with no additional budget.
Gwanak AI Madang is an internal platform designed for employees to share AI-powered work-automation programs and pool ideas in one place, spreading them across the entire organization. It serves as a hub connecting the experience and results accumulated through AI education, champion certification, employee clubs and competitions to practical administrative use.
The district structured the platform around three menus: AI Information, AI Playground and AI Trends. The AI Playground section in particular allows staff to share work-support programs they built themselves — including an allowance calculator and a certificate-data compilation tool — automating repetitive routine tasks so they can be applied immediately on the job.
Through this, the district expects to transform AI knowledge and experience accumulated by individual employees into a shared organizational asset, fostering an internal culture of AI innovation in which diverse ideas lead to new ways of working and improvements in administrative services.
The district spent roughly two months developing the platform starting in June, ran a pilot, and officially launched Gwanak AI Madang on the administrative network on Aug. 10.
The platform was built entirely by a single staff member who handled every stage of development — virtualization system and operating environment setup, database and security configuration, and web programming. That employee earned the Ministry of Interior and Safety's "AI Champion Blue" certification in July, translating personal AI capabilities into the concrete achievement of building an in-house administrative platform.
The AI Champion program is a certification regime operated by the Ministry of Interior and Safety to strengthen civil servants' practical AI skills. Gwanak-gu has steadily built its workforce's AI capabilities, producing nine certified AI Champions in 2025 and five more through August this year.
Building on the experience and know-how gained from developing Gwanak AI Madang, the district plans to gradually expand its use of AI into public-facing services. It intends to develop in-house tools to support repetitive civil complaint tasks and a basic big data analysis system for residents' daily needs — all without additional budget — so that residents can experience faster, more convenient administrative services.
"Gwanak AI Madang is a practical platform built so the entire organization can draw on the AI capabilities and ideas that our employees have developed," Gwanak-gu District Mayor Park Jun-hee said. "We will continue to spread AI experience across all areas of administrative work to improve efficiency and actively support innovation in administrative services that residents can feel firsthand."
