Donald Trump said his administration is collecting "$21 trillion" from tariffs to fund a proposed $5,000 dividend for every American adult — a claim that drew skepticism even from the pro-Trump Fox News, which noted that actual tariff revenue falls far short of what the plan would require.
Speaking on Fox News' "Ingraham Angle" before the close of the Republican National Convention on Thursday (local time), Trump tied the dividend proposal to a Republican congressional sweep. "Because the Democrats can't do it," he said. "With the Democrats it's negative growth, but with us it's very positive." The argument: Republican control of both chambers would drive economic growth sufficient to finance the payout.
Trump went further, saying: "We are taking in $21 trillion. No country has ever come close to that. It's four or five times more than the next country. And it's all because of that beautiful word — 'tariffs' — that you and I love more than anyone."
The claim was that tariff revenue generated by his signature trade policy would underwrite the per-person dividend. In his convention closing address that followed, Trump repeated the theme, saying "$22 trillion is coming into this country. The old record was $3 trillion, set many years ago by a completely different country" — an apparent reference to China.
The figures varied between the two appearances, but the $21 trillion to $22 trillion Trump cited appears to refer to the total foreign investment flowing into the United States that he attributes to his tariff policy — not tariff revenue alone. Tariff receipts alone would amount to less than a tenth of $21 trillion.
The Congressional Budget Office had originally projected tariff and customs revenue for this year at $418 billion. That estimate has since been revised downward after the Supreme Court struck down the reciprocal tariffs.
Paying out $5,000 to every American adult, as Trump proposed, would require roughly $1.2 trillion. Even Fox News — a generally sympathetic outlet — said "annual tariff revenue falls well short of the proposal's projected cost."
Fox News added that the dividend could add to the national debt and would require congressional approval to take effect.
