Incheon Transit Corp. earns first 'Best HRD' certification

Incheon Transit Corp. has been recognized for its competency-based talent recruitment and management and its systematic approach to human resources development.

The corporation earned its first Best HRD certification Thursday, when it was named an outstanding public-sector human resources development institution at the 2026 Outstanding Human Resources Development Institution certification ceremony.

The Best HRD certification is administered jointly by the Ministry of Education and the Ministry of Personnel Management.

In this year's evaluation, the corporation was recognized for its talent development framework aligned with organizational management strategy, job-centered personnel management, integrated HRM-HRD operations, expansion of AI and digital education, and strengthened safety-focused training.

Evaluators particularly noted the corporation's practice of incorporating its management strategy and talent vision into its training framework, linking organizational goals with employee competency development.

It also built an integrated system connecting personnel management and training through programs including managerial competency assessments, promotion qualification exams, mandatory learning hours and job-specific education.

The corporation has also consistently expanded AI and digital education as well as safety training. Evaluators gave positive marks for its efforts to strengthen job training, on-site skills transfer and self-directed learning — initiatives designed to raise employee job competency and translate it into organizational performance.

"This Best HRD certification is the result of consistently building a talent-centered growth framework," Incheon Transit Corp. President Choi Jeong-gyu said. "We will continue to focus on AI and digital transformation, strengthening safety capabilities and improving job expertise to develop the transportation talent of the future."
