Eunpyeong-gu Launches Support for Legalizing Small Unauthorized Residential Buildings

Seoul's Eunpyeong-gu will actively support the legalization of small residential buildings in the district as a special act on the regularization of certain unauthorized structures takes effect for 18 months starting Dec. 17.

Buildings eligible for legalization under the act are those that were in effect completed as of Dec. 31, 2023. Eligible structures include buildings where at least 50 percent of the total floor area is used for residential purposes and that were built without a permit or report, or were illegally extended, substantially renovated or had their designated use changed without authorization.

To ensure smooth implementation, the district will begin mailing notices to owners of affected buildings in October, outlining the procedures and requirements. In addition, the district's violation building legalization consultation center, which has operated once a week, will expand to twice a week starting in November.

Consultations will be held every Monday and Wednesday from 1:30 p.m. to 5 p.m., offering tailored guidance to residents seeking to resolve violations on their properties.

"This special act creates a limited-time opportunity for small residential buildings that meet certain criteria to obtain occupancy approval," Eunpyeong-gu District Mayor Kim Mi-kyung said. "We will provide active support so that this can be of real help in protecting residents' property rights and ensuring housing stability."
