1 in 5 account holders applied to switch during the first round
Second round open Monday through Thursday
Future Savings offers a 3-year term and government contributions of up to 12%
Keeping the existing account may be better depending on enrollment date and deposit amount
About one in five holders of the Youth Leap Account applied to switch to the Youth Future Savings product during the first application window, drawn by the newer product's shorter maturity period and higher government contribution rate.
Switching is not always the better choice, however. Depending on when a holder enrolled, how much they have deposited and what interest rate applies, staying with the existing account may yield more — making it worth carefully comparing projected payouts before deciding.
The second round of Youth Future Savings applications opened Wednesday, giving existing Youth Leap Account holders another chance to switch. Applicants can sign up regardless of birth year from Monday through Friday via the apps of participating financial institutions, weekdays from 9 a.m. to 6:30 p.m.
Government contribution: 33,000 won vs. 60,000 won a month — income also matters
According to data submitted to the National Assembly's Political Affairs Committee by Democratic Party of Korea lawmaker Kim Yong-man, 2.05 million people held active Youth Leap Accounts as of the end of last year. Of those, 440,000 — roughly one in five — applied to switch to the Youth Future Savings product during the first enrollment round, held from June 22 to July 3. The Korea Inclusive Finance Agency said 262,000 people actually completed the switch.
Those weighing a switch should first compare the benefits of each product. The Youth Leap Account allows monthly deposits of up to 700,000 won over five years, with a government contribution of up to 33,000 won per month. The principal reaches 42 million won, and under a Financial Services Commission example, total payouts at maturity — including interest and government contributions — can reach around 50 million won.
The Youth Future Savings product allows monthly deposits of up to 500,000 won over three years. The government contributes 6 percent of deposits under the standard tier and 12 percent under the preferential tier — equivalent to 30,000 won and 60,000 won per month, respectively, on the maximum deposit. The preferential tier's monthly contribution exceeds the Youth Leap Account's maximum by 27,000 won. Applying the FSC's assumed annual interest rate of 7 percent, the projected payout at the three-year maturity is 21.1 million won under the standard tier and 22.27 million won under the preferential tier.
Still, government contribution rates alone should not drive the decision. Those who enrolled in the Youth Leap Account long ago may find that switching actually delays when they receive a lump sum. Switching to the Youth Future Savings product resets the clock entirely — holders must complete a fresh three-year term regardless of how long they have already saved. Those depositing 700,000 won a month would also see their monthly limit cut to 500,000 won.
Benefits also vary by income, so applicants should check their eligibility carefully. The preferential tier of the Youth Future Savings product is available to employees at small and medium-sized enterprises meeting certain criteria, newly employed workers and self-employed individuals. Those whose total annual salary last year exceeded 60 million won but was no more than 75 million won are eligible only for a tax exemption — they receive no government contribution.
Those who want to compare expected returns directly can do so online. By checking their enrollment date, deposit amount and applicable interest rate on their existing Youth Leap Account bank app, then entering those figures into the switching calculator on the private website "Haebossem," users can compare projected returns for staying versus switching. Actual payouts may differ depending on the applicable interest rate and deposit conditions.
Closing the Leap Account first disqualifies the switch; financial counseling earns a 0.2 percentage point rate bonus
Those who decide to switch must follow the correct sequence — closing the Youth Leap Account first will forfeit the switching benefits. Applicants must first apply for the Youth Future Savings product by Friday and receive approval after a screening review. They should then open the Youth Future Savings account between Nov. 16 and Nov. 27 before closing their existing Youth Leap Account under the "special early termination for Youth Future Savings enrollment" option. This preserves both the government contribution and the tax exemption on interest income from the original Youth Leap Account.
The Youth Leap Account must be closed separately at the bank where it was originally opened — even if the Youth Future Savings account is held at the same bank, the transfer is not automatic. The special early termination can be requested around the clock except on weekends and public holidays, but the final day, Nov. 27, has a 7 p.m. cutoff.
Missing the deadline carries penalties. Even after opening a Youth Future Savings account, holders cannot begin making deposits until 9 a.m. on the next business day after completing the special early termination of the Youth Leap Account. Failing to complete the switch within the window means the Youth Leap Account remains active and the Youth Future Savings account must be closed. In that case, a two-month waiting period applies before reapplying, and the government contribution rate may be reduced upon re-enrollment.
Regardless of whether they switch, Youth Future Savings account holders can also earn an additional interest rate bonus. Completing the Korea Inclusive Finance Agency's "Financial Counseling for All Youth" program at least three months before the month in which the account matures will automatically add a 0.2 percentage point preferential rate. Updates on application screening and results will be sent via KakaoTalk notifications or text message, and can also be checked after identity verification on the official Youth Future Savings website.
