Civil complaints and cadastral division's 'Ulju Sky Map·Sky View' wins top prize
Ulju-gun in Ulsan presented awards Monday to five outstanding innovation cases selected through its 2026 Innovation Best Practices Competition, an initiative aimed at advancing administrative reform.
The county reviewed innovation proposals submitted by individual departments this year, evaluating them on creativity, effectiveness and potential for wider adoption. Five cases were chosen in total — one grand prize, two excellence awards and two merit awards.
The grand prize went to the civil complaints and cadastral division for a project titled "Scene administration with no blind spots! Ulju Sky Map·Sky View, built by civil servants themselves" — a high-resolution aerial map and panoramic aerial imagery the division created using drone footage of land conditions.
The two excellence awards went to the women and family affairs division for building an integrated childbirth and child-rearing platform that allows residents to view and apply for related welfare services in one place, and to the new growth development division for introducing helikite surveillance — a hybrid aircraft combining a helium balloon and a kite — to monitor forest fires around the clock.
The merit awards recognized the forest recreation division's project to develop a waterfront park in Cheollyang-ri and the welfare policy division's smart safety network service designed to prevent isolation and solitary deaths among middle-aged and older single-person households.
Ulju-gun plans to share the winning cases across all departments and actively promote their adoption in other areas of county administration.
