Fast-track integrated plan finalized for 95,475-square-meter site; zoning to be upgraded from second-class to third-class general residential
Eco-friendly pedestrian network to link National Assembly Boulevard park, Sinjeong Station and Yangdong Elementary School; Yangcheon-gu to hold residents' briefing Wednesday ahead of formal designation process
An area around 922 Sinjeong 4-dong in Seoul's Yangcheon-gu is set to be transformed into a large apartment complex of up to 25 stories with 2,170 units.
Yangcheon-gu announced it has drawn up a redevelopment improvement plan for the area around 922 Sinjeong 4-dong and will hold a residents' briefing at Haenuri Town at 10 a.m. Wednesday. The move marks the formal launch of follow-up procedures for designating the improvement zone, following the finalization of the fast-track integrated plan.
The site covers approximately 95,475 square meters and sits adjacent to Sinjeong Station on subway Line 5, Yangdong Elementary School and the planned park above National Assembly Boulevard — giving it favorable access to transportation, education and green space. Despite these advantages, the area has long faced calls for residential improvement, as it is densely packed with aging single-family and multi-unit homes more than 20 years old and suffers from narrow roads and limited pedestrian space.
The area was selected as a candidate for Seoul's fast-track integrated redevelopment program in May last year, and the plan was finalized in August this year, giving the project fresh momentum.
Under the improvement plan, the site will be developed into a residential complex of up to 25 stories across 24 buildings with approximately 2,170 units. The plan calls for upgrading the zoning from second-class general residential — currently capped at seven stories — to third-class general residential, with a maximum floor-area ratio of 300 percent applied to improve project viability.
Alongside the residential upgrade, the plan envisions an expanded pedestrian network connecting the area's key destinations. A pedestrian and streetscape system will link the National Assembly Boulevard park, Sinjeong Station and Yangdong Elementary School, improving residents' mobility and student safety on school commutes. Parks will be created near the station and school, and community facilities tied to public pedestrian corridors will be incorporated into the complex, blending green space with everyday amenities.
At Wednesday's briefing, the district will present the key details of the improvement plan and gather residents' feedback. Officials said they plan to move swiftly on related administrative steps currently underway, including a public review period and the collection of consent forms for the improvement zone designation.
Yangcheon-gu is pursuing redevelopment and reconstruction projects totaling roughly 90,000 units across the district. Last year, 14 Mokdong apartment complexes and the Sinwol Municipal Apartment completed their improvement zone designations, and this year complexes 6, 9 and 13 in Mokdong passed Seoul's integrated review. The district is also running parallel improvement projects tailored to each neighborhood's characteristics, including a revision of the district-unit plan centered on the Sinwol and Sinjeong residential zones, Moa Town initiatives, and both private and public redevelopment schemes.
Yangcheon-gu District Mayor Lee Gi-jae said the redevelopment of the Sinjeong 4-dong area "goes beyond simply renovating aging housing — it is an important turning point for creating a new residential environment where transportation, education and green space come together in harmony." Lee added that the district would "strengthen administrative support to ensure redevelopment and reconstruction projects proceed smoothly."
