The district scored consistently high marks across 20 indicators in the 2025 community social security plan review, earning recognition for incorporating residents' welfare needs and broadening public participation in policy oversight.
Seoul's Eunpyeong-gu received an excellence award at the Ministry of Health and Welfare's "2025 Community Social Security Plan Implementation Review" on Oct. 30.
The community social security plan review is an annual welfare assessment the ministry conducts across all 229 basic local governments nationwide. It examines how faithfully each district carried out its local welfare plan over the preceding year and how much it contributed to improving residents' quality of life and advancing community welfare.
In this year's review, the district earned consistently high scores across 20 detailed indicators in five areas, including the quality of its plan content. It was particularly recognized for actively incorporating residents' welfare needs into policy and for expanding opportunities for residents to participate directly in policy oversight.
Those efforts to gather public input are already feeding into the next planning cycle. In June, the district held a public forum with residents and members of the local community social security council to discuss 17 strategies and sector-specific tasks — including integrated care and climate and environment — to be included in the sixth community social security plan covering 2027 to 2030.
"The community social security plan review is a process of confirming that the welfare safety net — the kind residents can feel in their daily lives — is working properly," Eunpyeong-gu District Mayor Kim Mi-kyung said. "We will continue to reflect the voices of residents and those on the front lines of welfare delivery in our policies, and build a strong and warm Eunpyeong-style welfare system."
