Seongbuk-gu to hold assemblies across all 20 neighborhoods through July 8, starting with Donam 1-dong; residents vote directly on community project priorities — 400 attended in person and 986 cast early votes at the first assembly
Seongbuk-gu officially launched its 2026 residents' assembly season Monday with the Donam 1-dong assembly, district mayor Lee Seung-ro announced.
Held under the slogan "Everyone's Participation, Decisions We Make Together," this year's assemblies will run sequentially across all 20 neighborhoods through July 8. Residents cast votes — both in advance and on the day — to determine the direction of next year's neighborhood self-governance plans and community projects.
The Seongbuk-gu residents' assembly is a public deliberation platform where residents identify local issues, set the agenda and decide on community changes through a direct vote. The district is building what it calls the "Seongbuk model" of resident self-governance by incorporating diverse community voices through a deliberative process led by neighborhood self-governance councils and early voting.
The Donam 1-dong assembly on Monday drew strong public interest, with 400 residents attending in person and an additional 986 participating through early voting.
Particularly notable was the involvement of students from Seoul Gaeun Elementary School as part of the "One Neighborhood Council, One School" project. Students took part directly, presenting a no-smoking zone campaign tied to the "We Really Hate the Smell of Cigarettes" initiative — underscoring the idea of resident self-governance that spans generations.
The neighborhood self-governance council, the school, the Seongbuk-gu district office and the community service center also signed an MOU, laying a cooperative foundation for the school and local community to grow together.
"The residents' assembly is the starting point of resident self-governance, where community members think through local problems and work together to find solutions," district mayor Lee said. "We will continue to actively support the Seongbuk model of resident-led self-governance, so that it can take root by reflecting the voices of all generations."
