Jang Ju-hyeon, director of the autonomous administration division at Nowon-gu and known as the district's "PR maestro," has been promoted to Grade 4.
Nowon-gu (district mayor Seo Jun-o) released the results of its second-half 2026 promotion review on Wednesday.
Jang, confirmed as a Grade 4 promotion candidate that day, earned the "PR maestro" reputation by serving as press chief and media team leader in the district's public relations division before becoming its longest-serving PR division director. He subsequently served as director of the housing projects division and the autonomous administration division before joining the ranks of Grade 4 (bureau director) promotees.
Kim Tae-hwi, director of the joint housing support division, also received a Grade 4 promotion.
Lee Eun-hee, team leader of the revenue collection team in the tax collection division, was promoted to Grade 5 (division director) — 31 years after joining Nowon-gu as a Grade 9 tax civil servant.
Lee is particularly recognized as a "VAT expert" for securing approximately 5 billion won ($3.35 million) in value-added tax refunds from the National Tax Service over five years.
She has been praised as a highly dedicated official, having worked through holidays with the help of her husband to achieve these results.
