A democracy festival called "Minhoe" will channel residents' voices directly into policy; 11.8 billion won earmarked for low birth rate response, childcare and welfare; disaster safety systems and urban environment upgrades to make the district safer and more livable
Yeongdeungpo-gu has drawn up a first supplementary budget for 2026 totaling 1.11 trillion won ($810 million) — 64.9 billion won above the original budget — and submitted it to the district council.
The supplementary budget is designed to accelerate the delivery of key campaign pledges from the ninth elected-term administration, with a focus on policies residents can feel in their daily lives: pregnancy, childbirth and childcare support; tailored welfare; safer urban infrastructure; and job creation.
To advance civic sovereignty, the district has set aside 75 million won for "Minhoe," a democracy festival that will give residents a direct channel to shape local policy.
To address the low birth rate and the burden of caregiving, 3.5 billion won has been allocated to policies aimed at raising the birth rate and 2.3 billion won to building a stable childcare environment, expanding support across pregnancy, childbirth and child-rearing. An additional 6 billion won will go toward strengthening tailored welfare programs.
Investment in disaster resilience and urban safety has also been bolstered. Some 14.9 billion won will reinforce the district's disaster and emergency response framework — including a contingency reserve for natural disasters — while 11.2 billion won will fund urban environment improvements such as operating a rapid-response support team to keep redevelopment projects on track.
In addition, 1.1 billion won has been added to stimulate the local economy and create jobs, and a further 1.1 billion won will go toward promoting residents' health and strengthening the medical safety net.
"This supplementary budget proactively reflects the funding that is essential for delivering early results on the ninth elected-term's core campaign pledges and stabilizing residents' livelihoods," District Mayor Jo Yu-jin said. "We will push ahead with all planned projects swiftly and without disruption so that every resident can feel a real change in their daily lives."
