The Gangnam-gu Council convened its steering committee on Sept. 3 and voted to open the 337th First Regular Session, scheduled to run for 15 days from Sept. 8 through Sept. 22.
Particularly notable on the agenda are four fiscal items: approval of the fiscal year 2025 final accounts, approval of fiscal year 2025 reserve fund expenditures under the general and special accounts, the first supplementary budget bill for 2026, and the first amendment to the 2026 fund management plan. The session will review Gangnam-gu's fiscal performance over the past year while also examining the executive branch's fiscal direction and the validity of the supplementary budget.
The session opens with the first plenary meeting on Sept. 8. Standing committees will then review ordinance bills and other agenda items from Sept. 9 through Sept. 14, with the second plenary meeting on Sept. 15 taking up items that have cleared committee review.
Then, from Sept. 16 through Sept. 21, the Budget and Accounts Special Committee will conduct a comprehensive review of four items that have passed preliminary screening by the standing committees: the fiscal year 2025 final accounts approval, the fiscal year 2025 reserve fund expenditure approval for the general and special accounts, the first supplementary budget bill for 2026, and the first amendment to the 2026 fund management plan.
The third plenary meeting on Sept. 22 will take final votes on those items based on the special committee's findings, bringing the 337th First Regular Session to a close.
Member-sponsored ordinance bills will also receive close attention during the session.
Four such bills are on the agenda: a partial amendment to the ordinance on travel expenses for local civil servants of the Gangnam-gu Council of Seoul (sponsored by lawmaker Kim Yun-hee and eight others), a partial amendment to the ordinance on the establishment and operation of community centers in Gangnam-gu, Seoul (lawmaker Lee Dong-ho and 14 others), an ordinance on natural environment conservation and biodiversity promotion in Gangnam-gu, Seoul (lawmaker Kim Yun-hee and 12 others), and an ordinance on the promotion of museums and art galleries in Gangnam-gu, Seoul (lawmaker Eun Myeong-ju and 13 others).
Alongside this, the session is set to review and process a total of 15 agenda items, including 11 items submitted by the executive branch — among them the fiscal year 2025 final accounts approval, the fiscal year 2025 reserve fund expenditure approval, the first supplementary budget bill for 2026, and the first amendment to the 2026 fund management plan.
Council Speaker Lee Jae-jin said the audit of the final accounts represents a critical moment for establishing the foundation of sound fiscal management in Gangnam-gu. "We will carefully examine whether projects funded by residents' hard-earned taxes were carried out efficiently," he said. "I ask members to review with great care and attention whether the supplementary budget — being deliberated for the first time this year — has been allocated to areas that will genuinely help resolve the essential issues facing our residents."
