Jungnang-gu Wins Excellence Award at Seoul's 2026 Proactive Administration Best Practices Competition

Jungnang-gu has won an excellence award — second place in the autonomous district category — at the Seoul Metropolitan Government's "2026 Second-Half Proactive Administration Best Practices" competition.

Seoul holds the competition annually, recognizing standout proactive administration cases across three categories: city hall and affiliated agencies, autonomous districts, and public institutions. In the autonomous district category, 10 cases were selected through a process that included document screening, a public vote, a monitoring panel review and deliberation by the Seoul Proactive Administration Committee.

The winning initiative, the Jungnang Safe Halfway House, is a short-term recovery facility for elderly people discharged from hospital who are not yet ready to live independently at home. Residents stay for a set period to regain their health and prepare for a stable return to daily life. The facility links residential, medical and care services to close the care gap that can emerge after hospitalization and help seniors live stably within their community.

In April, the Jungnang Safe Halfway House was the only autonomous district-level project in Seoul selected for a Ministry of Health and Welfare pilot program to develop a halfway-house model. Jungnang-gu secured the necessary space by coordinating with the Seoul Housing and Communities Corp. and built the operational foundation in partnership with relevant agencies.

The award recognizes the district's efforts to build an integrated care model — linking housing, medical services and caregiving — to help elderly residents who need post-discharge support live healthy lives in their community as South Korea enters a super-aged society.

"This recognition reflects the work we have put into linking housing, medical care and caregiving, and into collaborating with partner agencies, to help elderly patients return safely to their daily lives," Jungnang-gu District Mayor Ryu Gyeong-gi said. "We will continue to actively identify the care services our residents need and steadily strengthen a community-centered integrated care system."
