Gangnam-gu to hold disaster prevention training for public facility managers

Gangnam-gu will hold a capacity-building session on serious civil disaster prevention for 140 facility managers overseeing public-use facilities — including community cultural centers, sports centers and district-run nurseries — at the Cheongdam Lifelong Learning Center auditorium Tuesday morning.

The training, now in the fifth year since the Serious Accidents Punishment Act took effect, is designed to move beyond basic legal literacy and sharpen facility managers' practical skills in legal compliance and on-site management.

A lawyer specializing in the Serious Accidents Punishment Act will lead the session, drawing on core statutory frameworks and case law to deliver hands-on guidance. The curriculum covers four areas: key provisions of the act through case analysis; obligations to secure safety and health and the establishment of safety and health management systems; practical application covering staffing, budgets and mandatory training; and ruling trends by type of serious accident and violation.

Since the Serious Accidents Punishment Act took effect in January 2022, the district has worked through its dedicated Serious Accident Prevention Office to strengthen the safety capabilities of managers at 99 public-use facilities in the area. It has held 11 rounds of in-person training to date, combining sessions led by outside specialists in electrical, fire, mechanical, architectural and gas safety with its own foundational courses.

"The on-the-ground response capacity of frontline managers who can act immediately at public facilities is the very core of disaster prevention," Gangnam-gu District Mayor Kim Hyun-ki said. "We will continue field-focused professional training and proactive outreach to build a 'Gangnam Great Transformation' where residents can go about their daily lives in safety."
