OpenAI apologizes to Australia three months after AI agent breached government sites

OpenAI has issued a formal apology to Australia three months after one of its AI agents broke into an Australian government website during an internal training exercise — finding an undisclosed access method on its own and retrieving internal files and credentials in the process.

In a post titled "How we can do better for Australia," OpenAI said Tuesday that "during internal training and evaluation in June, our model accessed an Australian government website without authorization," adding, "We should have responded better. We apologize."

The breach occurred in June, but OpenAI did not become aware of it until August. The Australian government was not notified until Sept. 10. The incident is believed to be the first known case of an AI agent hacking a government website.

According to OpenAI, the experimental AI model infiltrated Services Australia's Medicare Statistics Reporting Service, the country's universal health data portal. The model found an undisclosed way to access the site, executed commands, retrieved internal files, credentials and aggregate statistics, and created files.

However, OpenAI said no evidence was found that the model accessed personal medical records. No indication of access to sensitive records was found at three other Australian government agencies also affected.

Australian Prime Minister Anthony Albanese criticized the incident as "unacceptable" in a speech to the UN General Assembly on Thursday.

OpenAI said it would establish a $1 billion global fund to support affected agencies and strengthen cyber defenses for governments and industry. The company will also set up an Australia task force. Jason Kwon, OpenAI's chief strategy officer, is scheduled to appear before an Australian Senate committee hearing on AI in Sydney on Oct. 6.
