Garak Uchang Apartment secures 94.74% owner consent, forms association eight months after preparatory committee launch
Songpa-gu logs second consecutive 3-day approval, slashing the 30-day statutory deadline to a record low
Songpa-gu said it approved the reconstruction association for Garak Uchang Apartment on Friday — just three days after the application was filed — following a similarly swift approval for Songpa Hanyang 1st on Oct. 1.
The back-to-back approvals cut the statutory 30-day processing deadline to roughly one-tenth of its allotted time.
With two consecutive ultra-fast approvals, Songpa-gu said it has set a new record for association establishment processing speed among local governments.
Of the 285 landowners and property holders at Garak Uchang Apartment, 270 submitted consent forms, yielding an approval rate of 94.74 percent.
The result came just eight months after the preparatory committee was formed, reflecting both residents' strong desire for reconstruction and the district's rapid administrative support.
Under the newly approved association, Garak Uchang Apartment is set to be rebuilt as a modern luxury complex comprising five buildings — including one commercial building — with 473 units across three basement floors and 35 above-ground floors. Of those, 73 units will be supplied as public rental housing.
The project gained momentum by actively applying the Seoul Metropolitan Government's guidelines for streamlining association establishment procedures, running parallel tracks for estimated cost notifications, objection periods and the inaugural general assembly to compress the timeline. After successfully holding the inaugural general assembly on Oct. 8, the association filed for approval on Tuesday and received it three days later.
District officials attributed the record to Songpa-gu's hands-on support approach — regularly checking on obstacles during the project, pre-reviewing and supplementing required documents, and District Mayor Seo Gang-seok's firm commitment to accelerating reconstruction and redevelopment projects.
"Completing the association establishment approval in just three days for both Songpa Hanyang 1st and Garak Uchang Apartment is a valuable achievement made possible by resident-centered support administration," Songpa-gu District Mayor Seo Gang-seok said. "We will push even harder on reconstruction and redevelopment projects in the ninth elected term to build Songpa into a city that stands in a class of its own."
