The Gwangju branch of the Korean Government Employees' Union said Thursday that staff vacancies in the South Jeolla-Gwangju Special Metropolitan City should be resolved through recruitment, not blamed on guarantees of previous work assignments.
The branch held a press conference Thursday at the merged city's Gwangju office, arguing that the current vacancies stem from an organizational restructuring carried out without clear principles and delayed hiring. "The restructuring was carried out without properly analyzing administrative demand, workload and staffing levels at each office," the union said. "The responsibility for an organizational restructuring designed by the former South Jeolla Provincial administration and approved by Mayor Min Hyeong-bae must not be shifted onto employees."
The union also said vacancies had grown by 16 since the restructuring, and that all 27 civil servants transferred in during that period had been assigned to the Dongbu and Muan offices. "Rather than amending the law, the priority should be filling the staffing shortfall — especially given that additional transfers and new appointments are already planned," it said.
