PM nominee Han sold Jamsil apartment before nomination, netting 2.95 billion won gain below market price

Prime minister nominee Han Sung-sook sold her apartment at the Asian Athletes' Village complex in Jamsil-dong, Songpa-gu, Seoul, last month, netting a capital gain of 2.95 billion won (about $1.91 million), according to records.

Ministry of Land, Infrastructure and Transport transaction data and court registry documents show that Han's 151-square-meter, third-floor unit at the Asian Athletes' Village sold for 5.2 billion won under a contract signed May 6. She completed the ownership transfer May 27 — ten days before she was named prime minister nominee.

Han purchased the apartment in October 2006 for 2.25 billion won and sold it roughly 20 years later. The sale price fell below recent comparable transactions: a unit of the same size in the same complex sold for 5.6 billion won on the same day, and another changed hands for 6 billion won in March. The deal came in at least 400 million won below prevailing market prices.

The contract was signed three days before May 9, the deadline for a temporary suspension of the capital gains tax surcharge on multi-home owners. Han avoided the heavier tax burden.

The apartment had been the residence of Han's mother. During her confirmation hearing for the post of Minister of SMEs and Startups, Han faced questions over whether allowing her mother to live there rent-free constituted an irregular gift. Han is understood to have registered her mother as the household head of the Jamsil apartment in March 2022, when she herself moved into a detached house in Jongno-gu.

Based on the public asset disclosure filed in March, Han's real estate holdings included the Jamsil Asian Athletes' Village apartment (valued at 2.739 billion won), a 54-square-meter officetel in Yeoksam-dong, Gangnam-gu (2.075 billion won), a 225-square-meter detached house in Samcheong-dong, Jongno-gu (1.5 billion won), and a 187-square-meter detached house in Yangseo-myeon, Yangpyeong-gun, Gyeonggi Province (630 million won). Her total declared assets, including buildings, stood at roughly 22.3 billion won. At her earlier confirmation hearing for the SMEs and Startups ministry post, Han said she intended to sell all her properties except the Samcheong-dong house.

Arriving at her confirmation hearing preparation office at the Financial Supervisory Service training center in Tongui-dong, Jongno-gu, on Monday, Han declined to elaborate on her real estate holdings, saying only that she would "answer faithfully at the confirmation hearing."
