Gwangjin-gu has selected six outstanding cases of proactive administration for the first half of 2026, recognizing initiatives that helped ease resident inconvenience and improve everyday quality of life, the district said.
The district selects outstanding proactive administration cases twice a year — once each in the first and second halves — to embed a problem-solving culture in its civil service and spread best practices across all departments.
For this year's first-half selection, cases were evaluated on criteria including creative execution, tangible impact on residents, the problem-solving process and potential applicability to other areas. Following review by an internal evaluation panel, a staff vote and deliberation by the Proactive Administration Committee, the district named one top-tier case, two runner-up cases and three commendation cases, for a total of six.
The top honor went to a project that improved pedestrian conditions along Cheonho-daero 112-gil by clearing structures that had illegally occupied the roadway. Wooden decking and temporary fixtures had long blocked the path, causing persistent inconvenience and safety concerns for pedestrians. The district held sustained consultations with building owners and merchants to encourage voluntary removal. As a result, unauthorized structures at 21 locations across 12 buildings were cleared, reclaiming walkable space and creating a street environment that all residents can use safely.
One of the two runner-up honors went to the establishment of what the district described as the country's first taxpayer-centered digital pre-filing guidance service, built without a dedicated budget. The system provides customized guidance to taxpayers before they file acquisition tax returns, reducing repeat complaints and filing errors — an achievement that earned strong marks from evaluators.
The other runner-up case recognized a public-private partnership for integrated case management that improved the living conditions of elderly people living alone who suffer from hoarding disorder. By combining environmental cleanup with linked welfare services, the initiative helped stabilize the daily lives of vulnerable seniors in deteriorating home conditions and strengthened community care functions.
The three commendation cases were: the creation of a large temporary parking lot on an idle site, the conversion of a former district office building into a youth learning center, and a mobile medication management and oral health care project. All three were recognized for applying creative ideas to areas closely tied to residents' daily lives and delivering tangible results.
The district plans to share the winning cases across all departments to strengthen its capacity for proactive administration, and will reward the civil servants responsible with special leave and other commendations to further spread a culture of initiative within the organization.
"Proactive administration begins with on-the-ground efforts to address even minor inconveniences rather than letting them pass," District Mayor Kim Gyeong-ho said. "We will continue to deliver changes that residents can feel firsthand through proactive administration, and build an even more trusted local government."
