According to the Ministry of Statistics' 2025 Social Survey, only one in three people — 29.1 percent — believed hard work could improve their own generation's circumstances. Some 57.7 percent said it could not. More respondents doubted that even the next generation would fare better (54.1 percent) than those who held out hope (29.9 percent).

Education's role as a ladder is also under strain. Ministry of Statistics data show that private tutoring participation reached 75.7 percent in 2025. Seoul recorded the highest rate by region at 66.3 percent, while most areas outside the capital remained below 40 percent.
