Nowon-gu Launches Fast-Track Reconstruction Task Force

Nowon-gu in Seoul has launched a "fast-track reconstruction task force" reporting directly to the district mayor, aiming to accelerate redevelopment and reconstruction projects through regulatory reform and hands-on field support.

The fast-track reconstruction task force (TF), established July 1 as the first official act signed by District Mayor Seo Jun-o upon taking office under the ninth round of local elections, operates directly under the district mayor, with the urban planning bureau chief serving as team leader and the head of the reconstruction project division as deputy. Operating under the motto "Beyond speed — to fast-track," the TF will push to cut timelines through regulatory reform and close on-site support. A public-private consultative body, the Nowon Reconstruction and Redevelopment Rapid Promotion Team, is set to formally launch in August with expanded functions and a more systematic support structure.

The TF operates through two units — a regulatory reform team and a project facilitation team — and plans to invigorate redevelopment projects by expanding existing support functions and introducing new initiatives.

The regulatory reform team is tasked with removing obstacles to redevelopment, including pushing to ease mandatory park and green-space requirements and other unreasonable regulations. It will also run a "fast-track forum" to provide accurate information to parties driving reconstruction projects, helping stakeholders understand regulatory changes and strengthening communication between the public and private sectors.

The district draws on Mayor Seo's experience as a Seoul Metropolitan Assembly member, during which he led efforts to improve the profitability adjustment coefficient for reconstruction projects in northern Seoul. Building on that background, the TF plans to actively pursue regulatory reforms — including streamlining procedures and improving the profitability adjustment coefficient — to boost both the pace and viability of redevelopment projects.

The project facilitation team handles tailored, on-site support for individual apartment complexes. Starting from the earliest stages of redevelopment planning, the team will visit sites directly to assess conditions and identify difficulties, provide pre-consultation services and coordinate with relevant agencies, and manage overall project progress with the goal of shortening the planning period.

The centerpiece initiative is the "Neighborhood Redevelopment Superman" program, which connects each complex with specialists in urban planning, redevelopment, property appraisal and law to provide customized advice and resolve on-site problems quickly. By offering consulting support from the initial stage when residents propose a redevelopment plan, the program aims to cut the average time from selecting an urban planning firm to receiving an expedited integrated planning consultation — a process that currently takes about a year — down to roughly six months.

"The significance of launching this TF lies in immediately activating a field-oriented, hands-on support system," a district official said. "In August, we plan to greatly expand and reorganize the public-private consultative body, the rapid promotion team, for its formal launch, further strengthening support for redevelopment projects."

"Redevelopment projects are entangled with a wide range of challenges — not only regulatory and market conditions, but also on-site conflicts and a lack of communication — making a comprehensive support system more important than anything else," Mayor Seo said. "We will push forward with the redevelopment projects that are the top priority for the district's growth and the most urgent wish of our residents, and we will deliver visible results without fail."
