Dongjak-gu has selected its outstanding proactive administration civil servants and teams for the first half of 2026, recognizing staff whose initiative produced measurable results and set an example within the organization.
The selection assessed candidates on resident impact, the individual's initiative, creativity and expertise, the importance and difficulty of the task, and its potential for broader application — with emphasis placed on concrete examples of proactive administration rather than general competency.
The district gathered nominations from residents and employees, verified the cited cases and supporting facts, and conducted a survey, a preliminary review and a deliberation by the Proactive Administration Committee before finalizing six outstanding civil servants — three excellence awards and three encouragement awards — and two outstanding teams, one in each category.
The excellence awards in the individual category went to Lee Min-hee, for launching the on-demand "Dongjak Call Bus" service in transportation-underserved areas; Shin Su-yeon, for securing the fastest designation of a rapid integrated planning renewal zone in any autonomous district, covering the Sadang District 17 zone; and Choi So-young, for introducing the nation's first national pension voluntary enrollment support program for low-income youth.
The encouragement awards went to Kim Deok-hwan, for installing pay-per-bag automatic vending machines; Lee Gi-tae, for opening three new sports facilities in just seven months from planning to completion; and team leader Won Hye-nan, for operating a filial-piety card and participating merchant program.
In the team category, the Housing Support Division's Housing Policy Team took the excellence award for restoring elevator facilities at Isu Station after eight years, while the Senior Policy Division's Senior Facilities Team received the encouragement award for its "Senior Center We Want to Visit" project.
Selected civil servants and teams will receive prize money and performance-rating bonus points as incentives, while those who reached the second round of review but were not ultimately selected will also receive proactive administration mileage bonus points.
The district has consistently demonstrated strong administrative capability, earning recognition as an outstanding institution for four consecutive years in the Ministry of Interior and Safety's comprehensive proactive administration evaluation for local governments — most recently in 2025.
"Proactive administration is the starting point for making residents' daily lives more convenient and safe," district mayor Ryu Sam-young said. "We will continue to create an environment where our staff can work with a sense of responsibility and initiative, and do our utmost to deliver resident-centered administration."
