Gwanak-gu tops Seoul in government joint evaluation for 4th consecutive year

Gwanak-gu ranked first among Seoul's 25 autonomous districts in the Ministry of Interior and Safety's 2026 Government Joint Evaluation. The district has now received the top "Grade 1" rating for four consecutive years.

The Government Joint Evaluation is a system through which the Ministry of Interior and Safety assesses the administrative capabilities of all 17 cities and provinces nationwide.

Based on the ministry's evaluation, the Seoul Metropolitan Government conducts its own local government joint evaluation of the city's 25 autonomous districts, scoring them across 47 quantitative indicators and nine qualitative indicators to determine a final rating.

Gwanak-gu met its targets in 44 of the 47 quantitative indicators, recording a high overall achievement rate. The district was recognized for its administrative efficiency and effort across five indicators in particular: the job-placement target achievement rate for senior citizens, the utilization rate of sports program vouchers for people with disabilities, the greenhouse gas reduction target achievement rate, the latent tuberculosis infection treatment management rate among contacts of tuberculosis patients, and the community dementia management rate.

The district also drew up action plans for each evaluation indicator and held progress-reporting sessions, earning a perfect score across all nine qualitative indicators through systematic performance management.

Gwanak-gu was named the most-cited district in the qualitative evaluation category for "Seoul Metropolitan Government best practices," which assesses efforts including identifying outstanding policy cases, establishing evaluation preparation plans, holding progress-reporting sessions and conducting staff training.

In last year's Government Joint Evaluation, the district had also ranked first in Seoul, excelling in the "environmental improvement" category. It was recognized for its administrative efficiency and effort in indicators including the greenhouse gas reduction target achievement rate, the volume of recyclable materials collected per resident and the rate of energy consumption reduction in public buildings.
