'It feels good to have something to do': South Korea to pilot new senior employment programs next year

Ten new senior employment concepts addressing social shifts in digital technology, caregiving and public safety will undergo pilot programs next year, with the strongest performers to be rolled out nationwide as locally tailored senior jobs.

The Ministry of Health and Welfare announced Wednesday it had selected 10 outstanding ideas through its "2026 New Senior Employment Development Idea Contest" — concepts designed to simultaneously tackle community challenges and expand social participation among older adults.

The contest was organized to identify new types of senior employment that draw on the experience and capabilities of older adults as South Korea transitions to a super-aged society, and to spread jobs that reflect local community needs.

This year's contest drew 525 submissions from public institutions, local governments, senior employment agencies and schools across the country. After rounds of practical and expert review, 10 entries were selected: one grand prize, two excellence awards, three merit awards and four encouragement awards.

The grand prize went to the Daegu Buk-gu Senior Club for its "Senior Local Commerce Digital Supporters" program.

Under the program, older adults visit traditional markets and small neighborhood shops to gather business information and update listings on online map platforms. The concept was recognized as a new senior employment model that improves digital access for small business owners while helping revitalize local commercial districts.

The two excellence awards went to Seongjи High School's "AI-Based Geunyangdeurim Safe Delivery Unit" — in which seniors check the condition of surplus school meals and deliver them to vulnerable households — and to the Korea Environment Corporation's "Our Neighborhood Environmental Ombudsman" program, in which seniors monitor living-environment issues such as odors and noise, collect environmental data and support resident-led environmental management.

The three merit awards recognized a program supporting young adults aging out of the foster care system through emotional and practical mentoring; a building address-plate inspection service in which seniors check address information facilities such as building number plates to help maintain a safe address environment; and a data analysis role in which seniors manage and analyze data generated by an AI-based care-call service.

The four encouragement awards went to a program supporting welfare services for military personnel; a unit helping produce traffic safety education content; a nutrition planning service for older adults at senior community centers; and a farmland survey team that investigates farmland usage to support land management and administrative work.

The 10 selected entries will receive awards from the Minister of Health and Welfare (grand prize, excellence and merit awards, six in total) and from the president of the Korea Senior Human Resources Development Institute (encouragement awards, four in total). Total prize money amounts to 10 million won, with the grand prize carrying 2 million won ($1,340).

The Ministry of Health and Welfare plans to develop the selected concepts into new senior employment positions through a commercialization process.

Programs that demonstrate strong results during the pilot phase will be incorporated as new senior job categories, with the ministry planning to develop and distribute job manuals, hold regional briefing sessions and train implementing agencies before expanding the programs to organizations nationwide.

Agencies that operate the new job categories will also receive incentives such as bonus points in program evaluations, a measure intended to encourage active participation at the local level.

Im Eul-gi, the ministry's director general for senior policy, said senior employment "is evolving beyond income support into a social participation policy that returns the experience and expertise of older adults to their communities." He added that the ministry would "continue to identify new senior employment models across diverse fields — including digital technology, caregiving, safety and the environment — and actively support the nationwide expansion of outstanding programs."
