Seoul greenlights 81-story mixed-use tower on Sampyo site, 1,233 housing units in pipeline

A total of 1,233 housing units are set to be supplied through two major Seoul projects — a global mixed-use complex rising on the former Sampyo Ready-Mixed Concrete site in Seongsu-dong and a long-term jeonse housing development in a transit-oriented area near the Military Manpower Administration station.

The Seoul Metropolitan Government said Tuesday it approved three agenda items at its 13th Architecture Committee meeting, held that day: a mixed-use development project at 683 Seongsu-dong 1-ga (the Sampyo Ready-Mixed Concrete site), a long-term jeonse housing construction project in the Military Manpower Administration station transit-oriented area, and a Seoul Creative Industries Hub development project.

The Sampyo Ready-Mixed Concrete site at 683 Seongsu-dong 1-ga is to be redeveloped into an 81-story residential tower and a 53-story mixed-use office building. The complex will include 403 apartment units, 61 officetel units and 130 hotel rooms, alongside office, commercial and cultural facilities designed to attract global companies. Ground-breaking is targeted for 2027, with completion set for 2032.

The city plans to use approximately 608.1 billion won ($415 million) in public contributions to install a Yongbigyo ramp and a direct ramp at the northern end of Seongsudaegyo Bridge and to build a Seoul Unicorn Startup Hub, improving future industry infrastructure and the transportation network.

The area around the Military Manpower Administration station will be developed into a residential complex of 1,233 units in total, including 328 public rental housing units. The development, spanning six below-ground floors and 42 above-ground floors, will include apartments, neighborhood living facilities, community facilities and pre-sale housing units.

The Seoul Creative Industries Hub will benefit from relaxed height regulations following an amendment to the city's urban planning ordinance, allowing the building height to be raised by about 15 meters. Planned as a creative industries hub in the Namsan area, the facility will span four below-ground floors and three above-ground floors and will house a performance hall, exhibition rooms, education and research facilities, and neighborhood living facilities. Completion is targeted for 2027.

"The approval of these projects lays the groundwork for large-scale housing supply in transit-oriented areas while securing the engine for Seoul's future growth," said Myeong No-jun, head of the Seoul Metropolitan Government's Housing Bureau. "We will steadily develop the Seongsu and Namsan areas into open, future-oriented hubs for citizens and domestic and international companies alike."
