Mapo-gu (District Mayor Yoo Dong-gyun) has developed an "AI Notepad" as part of its "MapoBrain" initiative — an AI-driven administrative innovation program — and rolled it out to all district employees on Friday.
MapoBrain is Mapo-gu's AI-powered administrative support service, designed to integrate artificial intelligence across government operations to boost efficiency and deliver tangible improvements for residents.
The AI Notepad stands out for having been designed and built entirely in-house by district civil servants using generative AI, with no outside contractors involved. Because staff who understand day-to-day administrative work created the tool, it is highly practical and can be updated quickly to reflect user feedback.
Before the official launch, the district ran a pilot program across more than 30 departments, conducted surveys to refine the tool's features, and applied security measures in line with national and public-institution AI security guidelines following a review by the Seoul Metropolitan Government.
The AI Notepad runs on the administrative network PCs used by district employees, giving them direct access to multiple generative AI tools to support their work across the board.
Staff can use it to draft documents such as plans and reports, proofread and translate text, create presentations and images, and get answers to work-related questions.
The tool is designed to be simple to use. Pressing a keyboard shortcut while working instantly opens the AI Notepad over the current screen. Frequently used prompts can be saved as shortcuts, allowing repetitive tasks — such as summarizing documents, checking for errors and polishing the tone of official correspondence — to be completed in a single step, cutting down on processing time.
An AI chatbot is also included, letting employees ask questions and receive answers as freely as they would in a messaging app, so even staff new to AI can use the tool without hesitation.
The district expects the AI Notepad to free employees to focus on core tasks, speed up administrative processing and ultimately deliver better public services to residents.
Mapo-gu plans to conduct regular AI ethics self-checks to foster a culture of responsible AI use, and will continue to improve the tool by incorporating employee feedback on an ongoing basis.
"AI is not a technology of the future — it is part of our daily lives," District Mayor Yoo said. "Starting with the AI Notepad, we will expand MapoBrain's capabilities step by step, drive change across all aspects of district administration, and deliver faster, more convenient, resident-centered public services."
