Seoul's Dobong-gu announced Wednesday that it has established and will implement a comprehensive plan titled "Realizing Climate Justice Through Carbon Neutrality City Development" — a flagship initiative of the district's ninth elected administration — to proactively address the climate crisis and achieve carbon neutrality ahead of schedule.
The district has set its vision as "Dobong: a carbon-neutral city where everyone is safe and treated equally in the face of the climate crisis," and will push forward five core strategies encompassing 17 projects.
The five strategies are: implementing climate crisis mitigation and adaptation measures; spreading a carbon-neutrality culture together with residents; upgrading existing Dobong-led initiatives such as the "Carbon Empathy Mileage" program; strengthening domestic and international cooperation on climate action; and building a policy foundation in line with the Framework Act on Carbon Neutrality.
The district will significantly expand practical initiatives aimed at boosting residents' voluntary greenhouse gas reduction activities. It will further encourage participation in the "Carbon Empathy Mileage" system — a regime under which residents earn incentives for taking carbon-neutral actions to combat the climate crisis. In addition, the district plans to draw 10,000 residents a year into its "Dobong Residents' Pledge to Cut Greenhouse Gas Emissions by 4 Tons Per Person" campaign.
The district will also designate a Dobong-gu Carbon Neutrality Support Center and introduce a Carbon Neutrality Implementation Officer to lay the institutional and policy groundwork.
Dobong-gu has been reducing greenhouse gas emissions annually in pursuit of a carbon-neutral city. In 2025, the district cut 118,778 tons of greenhouse gases.
"By faithfully carrying out this plan through collaboration across all departments, we will realize climate justice and carbon neutrality ahead of schedule," district mayor Kim Dong-wook said.
