Seoul's first on-site rapid integrated planning consultation was held at a reconstruction site in Nowon-gu.
Field-centered redevelopment planning consultations have begun in Junggye-dong, while a series of promotion committee approvals for major complexes in Sanggye-dong and Haegye-dong are pushing reconstruction projects across Nowon-gu's Sanggye, Junggye and Haegye areas into higher gear.
Nowon-gu said Tuesday that Seoul's first on-site rapid integrated planning consultation was held for Junggye Green Apartments and Junggye Jugong Complex 4.
Previous rapid integrated planning consultations were conducted at Seoul City Hall, with reviews centered on redevelopment plan documents. This time, advisory committee members and officials from the Seoul Metropolitan Government and Nowon-gu visited the sites in person to examine conditions at each complex — including road access, traffic flow and surrounding infrastructure — and to jointly review key elements of the redevelopment plans. The aim is to ensure that on-the-ground characteristics and conditions, difficult to grasp from drawings alone, are more faithfully reflected in the planning process.
Nowon-gu District Mayor Seo Jun-o also visited the sites, briefing advisory committee members and Seoul city officials on the progress and key issues at each complex and requesting their cooperation for a smooth reconstruction process. The district plans to continue consulting with the Seoul Metropolitan Government and residents to ensure that matters discussed during the on-site consultation are fully incorporated into future redevelopment plans.
In Sanggye-dong and Haegye-dong, promotion committees — the official bodies that spearhead reconstruction projects — are being established in quick succession. The district approved the formation of a promotion committee for Sanggye Boram Apartments on Wednesday and plans to approve one for Haegye Misung Apartments on Monday, with an official public notice to follow in early September. Promotion committee approval requires the consent of a majority of landowners and property holders. It marks a key milestone in the reconstruction process by establishing the formal body that will prepare for the eventual formation of a full reconstruction association.
In Sanggye-dong, Sanggye Boram Apartments has received promotion committee approval, following Sanggye Jugong Complex 6. In Haegye-dong, Haegye Misung Apartments is set to receive approval, following Haegye Jangmi Apartments. Haegye Hanshin Dongseong and Sanggye Mido apartments are also advancing through the promotion committee formation process with public support from Nowon-gu.
Sanggye Boram Apartments plans to rebuild from its current 3,315 units into a complex of up to 45 stories with 4,483 units. The project applies a floor-area ratio of 299.99 percent and has drawn up an architectural and landscape plan designed to harmonize with the surrounding environment, including Suraksan. The complex is currently awaiting designation as a redevelopment zone and a formal redevelopment plan decision.
Haegye Misung Apartments plans to redevelop from its current 15-story, 685-unit configuration into a complex of up to 49 stories with 1,020 units. The project pursues high-density development with a floor-area ratio of 379 percent, reflecting its designation as a transit-oriented mixed-use redevelopment zone. The complex sits close to Haegye Station on Line 7 and is well served by schools, hospitals and other lifestyle infrastructure. The planned opening of the Dongbuk Line light rail is also expected to further improve transport links. In the second half of this year, the district will proceed with the redevelopment plan drafting process, including a public review period, resident briefings and consultations with the district council.
With the on-site rapid integrated planning consultations in Junggye-dong and the promotion committee approvals in Sanggye-dong and Haegye-dong moving forward in tandem, reconstruction in Nowon-gu is advancing simultaneously across complexes at different stages of the development process.
A total of 45 complexes in Nowon-gu are currently pursuing reconstruction. In December last year, a district unit plan covering the Sanggye Phase 1 and 2, Junggye, and Junggye 2 residential development zones was revised and publicly announced, providing concrete guidelines for reconstruction. Major development and transport infrastructure projects — including the S-DBC development and the Dongbuk Line light rail — are also taking shape, allowing aging residential areas to be renewed while laying the groundwork for the district's future growth.
Centered on the "Reconstruction Fast-Track Task Force" established when the current administration took office, the district is strengthening tailored administrative support matched to the conditions and stage of each complex's project. It will provide customized consulting and plans to work actively with the Seoul Metropolitan Government and other relevant agencies on outstanding issues and regulatory improvements that arise during the process, reducing factors that could delay projects.
"It is highly significant that Seoul's first on-site rapid integrated planning consultation was launched here in Nowon, as it allows the voices from the field and the specific conditions of each complex to be more faithfully reflected in redevelopment plans," District Mayor Seo said. "With reconstruction now moving into full swing across Sanggye, Junggye and Haegye, we will provide close administrative support tailored to the project stage of all 45 complexes to raise both the pace and the viability of reconstruction."
