Donghae, Gangwon Province, launched a four-day series of in-depth departmental discussions Monday to translate Mayor Lee Jeong-hak's campaign pledges into concrete action plans. Running through Thursday, the sessions — chaired by the mayor — will take up 19 core pledges one by one, with each responsible department working through key issues and solutions.
The discussions differ in character from an Aug. 13 full pledge briefing, at which all 45 campaign commitments were reviewed and the broad policy direction and guiding principles for the ninth elected-term administration were set. This round focuses specifically on 19 pledges classified as high-difficulty "management strategy" commitments — those requiring large-scale funding, legislative or regulatory reform, or coordination with outside agencies — and aims to identify concrete paths to implementation.
"If the earlier briefing was about setting the direction of our pledges, we are now at the stage of finding answers for how to actually carry them out," Deputy Mayor Kim Jeong-yun said. "We will thoroughly discuss the real-world obstacles and solutions for each pledge so that they become policies and results that citizens can see in their daily lives, not promises that stay on paper."
Department heads and city leadership will sit down together to focus on three central questions: what the obstacles are, how to resolve them, and what level of results can be achieved and by when.
The discussions will go beyond the basic case for each project to examine funding feasibility, legal and administrative procedures, required coordination with relevant agencies, anticipated problems and alternatives, and annual targets — with the emphasis on converting pledges into policies that can actually be put into practice.
Donghae plans to use the results of the discussions to refine detailed implementation plans for each pledge and to firm up timelines, funding arrangements and annual targets. The city also intends to monitor progress on each pledge continuously throughout the implementation process, with the goal of delivering changes that citizens can feel and translating them into tangible development for Donghae.
