Three-division public-private governance body to pursue integrated culture, economy, lifestyle and safety measures — working together to make Dobong-gu an attractive destination for tourism and culture
Dobong-gu in Seoul is taking preemptive steps to turn the opening of Seoul Arena — a K-pop performance venue scheduled to open in May 2027 — into a springboard for the district's growth.
The "Changdong Economic Engine Task Force," a public-private governance body formed to bring together residents, experts and the district's collective resources, officially launched Wednesday and held its inaugural meeting.
The task force will explore ways to maximize the economic ripple effects of the Seoul Arena opening, including activating the nighttime economy by linking the venue with nearby alley commercial districts.
Meanwhile, it will also work to protect residents' daily lives and safety by preparing preemptive measures against the traffic congestion, crowd risks and event noise that large-scale performances can generate.
The group also plans to develop differentiated content — including through the participation of local artists and cultural figures — to transform Dobong-gu into an appealing tourism and cultural destination where visitors linger even after performances end.
To maximize expertise and execution capacity, the task force operates under a three-division structure: an overall steering committee, a residents-and-experts advisory panel, and a community co-prosperity council.
The overall steering committee, composed of relevant district office departments, will oversee and implement projects.
The residents-and-experts advisory panel brings together representatives from civil society, local artists and cultural figures, and specialists in architecture, urban planning and education to deliberate on agenda items and provide input across all implementation projects.
The community co-prosperity council draws together local institutions — including Seoul Arena Co., Seedcube Changdong, the police, the fire department, the Dobong-gu Small Business Association and the Changdong Station Merchants' Association — to prepare measures for local economic revitalization and public safety.
Dobong-gu District Mayor Kim Dong-wook said the task force would gather diverse opinions from all walks of life to "swiftly advance policies that residents can actually feel." He added that he would work to complete Dobong-gu's transformation — "not as the end of Seoul, but as the northern gateway open to the world, a Dobong that builds Seoul and a Dobong that symbolizes Seoul."
