'Dongjak where residents are in charge' — a 2027 district blueprint built with direct community input
Dongjak-gu announced it is drawing up its 2027 Major Work Plan, embedding a "resident sovereignty" philosophy to accelerate the delivery of campaign pledges and ensure effective district governance.
The plan is the first annual district operating blueprint prepared since the launch of the ninth directly elected administration. It is designed to sharpen the district's core direction and key projects, and to link them directly to next year's budget process so that policy goals translate into tangible results.
The plan gives priority to campaign pledges from the ninth elected term alongside six strategic goals: rapid urban renewal, AI-driven administrative innovation, creation of vibrant community hotspots, a convenient and safe city, a sustainable future, and the realization of resident sovereignty. New lifestyle-focused projects and pressing local issues will also be incorporated to strengthen the district's capacity to deliver.
The most notable feature of this planning cycle is the introduction of a formal public comment process — a first for the district.
Going beyond the conventional administration-led approach, the district has opened a channel for residents — the actual end-users of policy — to submit opinions on individual projects and have those views reflected in next year's work plan.
The move follows the district's basic operating principle of enabling residents to participate directly in governance and drive the swift changes they want to see.
The public comment period runs Sept. 8 through Sept. 17 and is open to all Dongjak-gu residents.
Residents who wish to participate can review the draft 2027 Major Work Plan posted under the participation and communication section (Resident Participation → Survey) on the Dongjak-gu website, then freely submit their views on the necessity of each project, suggestions for improving or supplementing project content, and proposals for new policies or projects they would like to see pursued.
All submissions will be reviewed by the relevant departments, which will assess feasibility, budget appropriateness and policy impact before incorporating the feedback into next year's Major Work Plan.
The finalized 2027 Dongjak-gu Major Work Plan will add residents' voices to the ninth administration's governing direction, with the aim of advancing more effective policies and projects.

"The ninth elected administration does not aim merely to deliver answers decided by the bureaucracy — we want to incorporate residents' voices into policy and build those answers together," District Mayor Ryu Sam-young said. "We will faithfully reflect residents' opinions to produce a substantive work plan for next year, and on that basis we will push forward without delay on the key district projects our residents want."
