South Jeolla-Gwangju Integrated Special City announced Sunday that it has developed an in-house work support system that uses AI to automate negotiated contract procedures.
The system is set to go into operation in October.
The city standardized the roughly 44 detailed steps across 10 stages involved in each negotiated contract and consolidated them into a single system.
A staff member in the city's data and informatization division built a pilot version using AI, verified it against actual contract work, and then refined its functions in collaboration with the accounting division's contract team before the system was formally completed.
Negotiated contracts involve selecting a counterparty through professional and technical proposal evaluations — a process that has largely required the issuing department to handle most procedures directly.
The new system digitizes the entire process, from applications and registration of evaluation committee members through member selection, scoring, and results processing. It automatically verifies how many times each evaluator has participated in a given year and uses electronic random draws to improve fairness in the selection process.
Repetitive tasks — including tallying evaluation results, calculating composite scores, computing allowances, and drafting outcome documents — are also handled automatically.
By developing the system in-house rather than relying on outside contractors, the city expects to cut costs and improve administrative efficiency by incorporating feedback from actual contract operations.
The city plans to analyze performance data to refine the system's functions and expand the in-house development approach to other contract types and administrative tasks.
"We will systematically manage the key procedures of negotiated contracts to reduce the workload on issuing departments and enhance the fairness and reliability of contract administration," said Shin Chang-ho, head of the accounting division at South Jeolla-Gwangju Integrated Special City.
