Eight-day session runs through Oct. 28; lawmaker discipline rules and ethics ordinance revisions among items reviewed
Bills on volunteer patrol support and automatic emergency-door installation for suicide prevention also on the agenda
The Gangnam-gu Council will hold its 338th extraordinary session from Wednesday through Oct. 28, deliberating on 20 agenda items including proposed ordinances.
The council's steering committee met Friday to finalize the session schedule.
The session opens Wednesday with the first plenary meeting, followed by standing-committee reviews of individual agenda items through Oct. 27, before the second plenary on Oct. 28 takes final action on all submitted bills.
A total of 20 items will be placed before the session — five introduced by council members and 15 submitted by the district administration.
The major lawmaker-initiated items are a rules amendment on disciplinary procedures for Gangnam-gu Council members, a comprehensive revision of the ordinance governing the council members' code of ethics and ethical conduct standards, a partial amendment to the ordinance supporting the Gangnam-gu volunteer patrol service, a bill on referring tobacco retailer designation fact-finding investigations, and a bill supporting the installation of automatic emergency-door devices for suicide prevention.
The proposed revisions to the disciplinary rules and ethics-related ordinances focus on strengthening accountability and ethical standards within the council. The amendment on volunteer patrol support and the bill on automatic emergency-door devices for suicide prevention address the institutional framework for community safety and resident protection.
Council Speaker Lee Jae-jin called on members to review the livelihood-related bills with care. "There are many small-business owners and vulnerable residents suffering under difficult economic conditions at home and abroad, and they need attentive support," he said. "I ask that you deliberate with dedication so that the livelihood bills before us this session become a genuine pillar of support for residents' lives."
The council will examine the feasibility and effectiveness of each item through its standing committees before taking final action at the plenary on Oct. 28, the last day of the session.
